With high state excise taxes of $2.60 per pack of cigarettes and a $0.66 per can tax on moist snuff and a 40% tax on vapor products, Pennsylvania already has higher than average taxes on tobacco. But that won’t stop state lawmakers from trying to raise tobacco taxes even further.
